this type of situation requires us it think differently, very trat tee jikly, and plan our resource use and the evolving use of those resources, that it might be a big push for trauma care early on bringing in military assets to provide really strong triage, very clearly defined triage, of who needs what resources immediately and then using whatever we have at each of the hospitals and having that all staged so it's hopefully seamless for the patients that are coming to us needing care....

all the recreational areas are heavily used on weekends. we have the group picnic area which should accommodate 200 people, tennis courts are full. it also has 3 playground areas. the ampitheater was built in 1972. it was the home of the first blues festival. given the fact that jerry garcia used to play in this park, he was from this neighborhood, everybody knows his reputation. we thought what a great thing it would be to have an ampitheater named after jerry garcia. that is a name that has panache. it brings people from all over the bay area to the ampitheater. the calls that come in, we'd like to do a concert at the jerry garcia ampitheater and we do everything we can to accommodate them and help them because it gets people into the park. people like a lot of color and that's what they call a park. other people don't. you have to try to reconcile all those different points of view. what should a park look like and what should it have? should it be manicured, should it be nice little cobblestones around all of the paths and like that. th

to be i mean clearly not where they used to be but are they better. they're slowly improving but the thing you have to realize with property taxes is that valuations are done on and generally a rolling three year cycle some places do it on a one year cycle so you still have a lot of leg and property valuations that are affected how much tax can be collected some cities bumped up the rates they use the mills they use and to collect more but that has been a very big weak spot that's about fifty percent of local governments revenue sources property taxes generally where you see the problems are places that already have a lot of debt and generally of us bad management. in some cases states and cities issue pension bonds instead of contributing to their pension plan so they have these big lumps of pension bonds outstanding but often it's two things it's either too much debt or just very poor management. ok too much debt a story we hear all the time poor management where are these where are the real trouble spots that you're saying ok avoid these these are
